When her parents (Keith Carradine and Daryl Hannah) botch a robbery, six-year-old Janie (Julia Devin) is placed in an orphanage. A loving couple (Vincent Spano and Moira Kelly) adopt her, not realizing that her psychotic parents will come for her. "Cape Fear" screenwriter Wesley Strick makes his directing debut with the producers of "The Hand That Rocks the Cradle." Despite that heritage, halfway into the film audiences will find that the only binding tie they wish wasn't broken was with the money spent for tickets to this disaster. The predictable climax does have an unexpected element that will catch viewers offguard, but overall this is better suited for video rental on a nothing-else night.    Starring Keith Carradine, Daryl Hannah, Moira Kelly and Vincent Spano. Directed by Wesley Strick. Written by Michael Auerbach. Produced by David Madden, Patrick Markey, Susan Zachary and John Morrissey. A Buena Vista release. Thriller. Rated R for strong terror/violence, and for language and a scene of sexuality. Running time: 98 min.
